In the mid-'90s, idealistic college grad Michael Soussan (Theo James) was happy to have received a position with the $60 billion U.N. program established to allow a heavily sanctioned Iraq to sell oil in order to provide for it's suffering citizenry. On the ground, however, he found the initiative swamped in corruption and kickbacks that would require Saddam's fall to ultimately come to light.
