When a Soviet submarine accidentally founders on a sandbar outside a small New England town, the second officer (Alan Arkin) is dispatched to covertly-and quickly-arrange a tow before an international incident erupts. Unfortunately, it isn't long until the stranded "Norwegians" have their story blown, and the locals fly into panic.
